As a huge investment program, it is essential to conduct a third-party validation on the progress of the National Greening Program (NGP) to monitor the effectiveness/ weaknesses of the program and recommend measures and other policies that would make the reforestation of the country prosperous.

The Regional Office of Department of Environment and Natural Resources (DENR) Region 9 engaged the third-party evaluators as consultants to validate and determine the survival rate of the 2016 NGP plantations with 100 hectares and above as the basis for the release of Retention fee to the contracting People Organizations (POs)/ partners; evaluate and assess the compliance of the qualified POs/partners to the Memorandum of Agreement (MOA) after its duration and before it can be turned over to DENR, and assess the level of acceptance and benefits that POs/NGP partners obtained from the program.

Forester Dana Joseph led the on-site validation to a total of 1,034 hectares of the plantations at 5% sampling intensity.
